Consulting Services for the Implementation of a Contracts Management & Procurement Tracking System for Malawi Roads Authority

IOS Partners, Inc. was contracted by the Malawi Roads Authority (RA) to provide Consultancy Services for Implementation and Commissioning of a Contracts Management and Procurement Tracking System in Malawi. The project is being financed by the World Bank.

The overall objective of the assignment is to implement a multi-user, relational database-based system that will address RA’s requirements in Procurement tracking and contract management. 

The scope of this project includes scoping, design and/or development or customization of a Procurements Tracking and Contract Management System. The system will be controlled at the Roads Authority Head office in Lilongwe. The system will also be implemented in the three Regional offices that will access the main server at the head office.

The project, expected to last 8 months in total with 12 months warranty period, is divided into the following phases where IOS Partners is responsible for:

  • Review of the requirements and scope of the assignment, the expectation of the client on the assignment, the existing ICT infrastructure and personnel, confirmation of staffing arrangements to carry the assignment, confirmation of work program and all the relevant information relevant to the assignment.
  • Produce a detailed technical report – a System Design Document (SDD) detailing how the systems will be constructed and how client requirements will be addressed by the proposed system.
  • Present how the proposed system design will address the client’s requirements.
  • Develop the system, produce and present the prototype to the client showing the user interfaces, input/output forms, access levels, and reports.
  • Present the Preliminary Contract Procurement and Management System and the Final Integrated Information Management System to the client.
  • Produce an operations manual for each of the modules developed as a tool that will assist new users to operate the system.
  • Produce a system administration manual detailing system access levels and rights, creation of users and passwords and security requirements of the system and how to deal with all system administration requirements.
  • Provide warranty and support services for a period of 12 months.
