IOS Partners commenced operations in 1999. The firm has since accumulated a knowledge base and experience facilitating economic and financial reforms in over 120 countries worldwide. Our firm’s varied and extensive portfolio of experience enables us to bring to our assignments a proven track record and a deep knowledge of the markets, institutions and the best international practices adapted to provide sustainable solutions for industries, organizations, and governments worldwide. Recognized strategic expert with 30 years of high-level experience facilitating economic development over 120 countries, in private sector, agricultural development, public, private & social sector reform, transaction advisory work, PPPs, infrastructure development, transport corridors & SEZ.

Patricia Hans is Chairwoman of IOS Partners. She has worked and lived on five continents, leading the organization on its strategic focus of combating poverty and fomenting economic development. Recently, her focus has been on US government work while all told putting together an impressive company portfolio of over 300 projects.

COO/Vice-President of IOS Partners' Project Management department, has almost 20 years of experience in the management and development of international PPP and international economic development projects worldwide.
She has been successfully involved in and implemented countless PPP assignments worldwide with international multi-, bi-lateral and donor organizations, including but not limited to the Word Bank, ADB, AFDB, EBRD, IADB, MCC, SIDA, USTDA, USAID.

10+ years of proven experience in business development and management consulting for a broad range of international development projects. Denitza currently spearheads our Business Development at IOS Partners, Inc.
Working closely with our private sector clients and partners, including the multilateral institutions and the US Government foreign assistance and international development agencies. Denitza is fluent in English, Spanish, French, and Bulgarian.

Mr. Bilal EL MOUSTAKIM’s primary focus is in Information Technology For Development (ICT4D).
He has been an integral part working in the private sector development, PPPs, public sector governance, social development, agriculture, maritime sector, port development, aviation practices, feasibility studies, impacts assessments, monitoring and evaluation systems, investment program, financial strategy as well as trade facilitation, investment promotion and many other projects worldwide.

Erick is a business development, research, and monitoring, and evaluation professional. His extensive experience developing, driving, and supporting end-to-end business development processes.
Erick has spearheaded IOS' USG practice and heads up our Kenya office. Erick is passionate about environmental conservation and evidence-based programs promoting and sustaining self-reliance in developing countries and communities.

Dima started his career with IOS Partners, Inc. in 2018 as an Assistant Project Coordinator and quickly grew within the organization. Dima's hard work ethic, dedication and determination played an instrumental role in becoming our Deputy Director for Business Development.
Dima has been an integral part of the Business Development team, having contributed to a plethora of winning proposals spanning nine countries where a majority of his success lie in our ICT4D practice.

Andrea is an international development professional, graduated from Texas A&M University with a Master’s degree in International Affairs. Andrea focuses on e-government solutions and ICT4D, supporting IOSsoft’s projects and initiatives in Latin America.
Andrea is passionate about economic development and social mobility. She has an academic background in project formulation, international business, and nonprofit management. She is bilingual in Spanish and English, and proficient in French.

Vincent has been at the forefront of developing the IOS Partners, Inc. Blue Economy sector. Vincent hit the ground running working on diverse projects related to the Indian Ocean, the Caribbean, the Pacific Ocean and the Red Sea.
Vincent holds a Master's degree in International Public Management, as well as a Bachelor of Arts in Humanity and Social Sciences, both from Sciences Po Paris.

Matthieu oversees the Blue Economy and Climate Change Adaptation (CCA) practice of IOS Partners, Inc., from the promotion of sustainable models for traditional ocean economy sectors (tourism, ports and maritime, fisheries), to the development of new blue economy and CCA related practices.
Matthieu has concentrated his interests in the development of such areas in Small Island Developing States (SIDS). Matthieu enjoys working worldwide French, English, Spanish, and Italian.

Tarek graduated from Sciences Po Paris, he had been working for various Governmental French Bodies such as the Ministry of Defense and the Ministry of Foreign Affairs as well as for the Private Sector.
He has a background in Geopolitics and risk analysis and is highly skilled in leading complex consortia for the preparation of tailored-made proposals with specific attention on Blue Economy, Tourism and investment development in the Middle East, Sub-Saharan Africa, and PICs. Tarek is passionate about international development and the dialogue of cultures.

Varsha has managed strategic relations with member countries and providing economic and political research and advice. Additionally, she was involved in policy research and advice for the textiles and minerals supply chain sector. At IOS, she works on topics such as Blue Economy, Transport, Agriculture and Tourism. Varsha holds a Master’s degree in International Public Management from Paris School of International Affairs, Sciences Po and a Bachelor’s degree in Physical Science from St. Stephen’s College, New Delhi. She speaks English, French, Hindi, Malayalam and Tamil.

As the Director of Project Management, Ms. Metreveli is oversees projects for different multi-lateral donor agencies including World Bank, Asian Development Bank, USAID, African Development Bank, TradeMark East Africa and Millennium Challenge Corporation.
Ms. Metreveli regularly leads, and participates in stakeholder consultations and workshops, where she often presents project results.

Masa is a highly-qualified expert in public administration reform, international development, IT, e-governance, trade facilitation, social sector, institutional strengthening, communications, business development & project management.
For over 20 years, Masa has successfully collaborated with the highest level of governments and international donor organizations globally.

Ms. Irina Gotsiridze, a Georgian national, is a highly qualified public sector expert with extensive experience in project management and coordination of IOS Partners' worldwide projects.
She has broad experience working with national institutions and government entities dealing with public sector change and reform programs, Institutional Development, and Organizational Development.

Alessandra is a highly motivated project coordinator, experienced in leading multicultural teams and passionate about social sciences and international development. Most recently, Alessandra has managed projects related to airport and civil aviation modernization, .
She is fluent in English, Spanish, German and Portuguese. Alessandra holds a Master’s Degree in International Relations and a Bachelor of Law.

Ashley has assisted on and coordinated projects across Latin America and Africa in various sectors including investment promotion, agricultural value chains, aviation, feasibility studies, and financial and economic analyses. Ashley speaks English and Spanish and holds a bachelor’s degree in Women’s & Gender Studies and Sociology.
Ashley has lived in various countries in Africa, Latin America and Oceania. She greatly enjoys traveling and spending time in nature.

Over the past five years, Janine has worked in Belgium, Costa Rica, Spain and Mexico within organizations such as CONEXX-EU, the Inter-American Institute for Cooperation on Agriculture; FIIAPP and the Mexican Ministry of Youth.
Janine has focused her work on the areas of strategic partnerships and governance with experience working for the Latin American and Sub-Saharan Africa regions.
Janine is fluent in Spanish, English and French and she is based in Barcelona, Spain.

Quentin joined IOS in the tourism practice with a focus on Africa and the Caribbean. He is now expanding into IOS' aviation practice, specifically infrastructure and PPPs.
In the last few years, he worked in the United States and Brazil where he learned Portuguese. You may find Quentin playing tennis and exploring cities when he is not working or maybe when he is!

Florencia is an International Development professional with over seven years of experience in the areas of project management, resource mobilization, stakeholder engagement, and communications. She holds a MA in International Development and a BA in Government and International Relations, and speaks Spanish and English.
Florencia has covered assignments in Europe, the Middle East, Southeast Asia, Latin America, and Sub-Saharan Africa – where she is currently based.

Jimena, a Salvadoran national, has experience in sustainable finance and international development.
Most recently, Jimena has worked in the Finance in Common initiative, the coalition of public development banks and plethora of experience working on many international sectors ranging from agriculture, gender, climate, sport and development. Jimena is fluent in Spanish, English, French, and Italian and holds a master in Politics and Policy Analysis. You may find Jimena exploring new countries or surfing!

Ms. Sood is currently a Senior Project Manager/Consultant for IOS Partners, Inc. focused on aviation and tourism sector development for all of IOS' multi and bilateral agencies, government institutions and private sector clients.
Ms. Sood holds an MBA from Thunderbird, Global School of Management and a Bachelor of Science in Marketing with a minor in Communications from Arizona State University. She is fluent in English, Kiswahili and Hindi and conversant in Spanish.

Stefan is highly qualified in international relations and security. He has substantial experience in eGovernment solutions and ICT4D and has been at the forefront in providing and developing economies and post conflict societies globally and implementing complex Information Systems (IS) and Information Technology (IT) solutions.
Stefan's main focus is in the developing economies of Eastern Europe, FSU and Southern Asia.

Darling García has an expansive reach at IOS Partners. Darling is in charge of the development, maintenance and management of all IOS Partners’ databases. She also works in human resources as well as customer service.
