Robert Hans – Chief Executive Officer & President of IOS Partners, Inc.,
Robert Hans has over 30 years of experience consulting on key international development issues including the facilitation of public-private partnerships (PPP), private sector development, public sector restructuring, financial sector reform, transport and infrastructure consulting, trade and investment facilitation, institutional reform and regulatory framework development and pension/ social security reform. He has assisted multilateral and bilateral agencies, corporate clients and governments in over 100 countries including multiple assignments and senior level advisory work throughout the Americas, Africa, Asia/Pacific, Europe, and the Middle East. Mr. Hans has served as a Resident Advisor in Lesotho, Puerto Rico, Ecuador, Nicaragua, Poland, Hungary, Cameroon, Burkina Faso, Madagascar and the Solomon Islands. Mr. Hans has a Masters of International Management (MIM) and a Masters of Business Administration (MBA) from the American Graduate School of International Management (Thunderbird), specializing in International Finance. He is fluent in English, French, and Spanish and well-conversant in Portuguese.
Jean-Marc Bourreau – Chief Operating Officer
Jean-Marc Bourreau has over 18 years of professional experience in project management and coordination of international development projects around the world. Since 2011, he has served as Chief Operating Officer of IOS Partners, Inc., managing and providing and quality assurance/quality control for a wide variety of small- and large-scale development projects related to air transport sector strategic reform, infrastructure development, agriculture, economic and financial institution development and social sector reform, among others.
Mr. Bourreau’s main area of expertise is in aviation and airport development and management. While working with Louis Berger’s Global Aviation Services division, he provided consulting services in a variety of airport planning and design, airport operational studies, traffic demand, revenue and OPEX projections, financial analysis and economic modeling, route development, privatization studies, master planning, and employment planning. Previously, Mr. Bourreau was the Director of Operations and Security with Alterra Partners Costa Rica (APCR), a subsidiary of Bechtel and Singapore Changi Airport Enterprises in charge of financing, building and operating the Juan Santamaría International Airport in Costa Rica. Mr. Bourreau holds a Master’s degree in Economics from the University of Delaware and a Master’s degree in Finance from the Université Lyon in France. He is fluent in English, French, and Spanish and conversant in German and Portuguese.
Patricia Hans-Barrientos – Chairwoman
Patricia Hans-Barrientos is a cross-cultural communications expert who has lived and worked throughout the world, including resident assignments in Ecuador, Nicaragua, Cameroon, Burkina Faso, Madagascar, and the Solomon Islands. Ms. Hans-Barrientos is fluent in English, French, and Spanish.
Pedro Souss – Managing Director IOSsoft Inc, subsidiary of IOS Partners, Inc.
Pedro Souss is a highly qualified, results-oriented IT professional, with over 20 years of consulting experience in the development e-government solutions, including customs single window systems, e-Commerce, secured transaction registries, pension systems and business registries. He is qualified in all phases of MIS project life cycle, from initial feasibility analysis, business process reengineering and conceptual design to implementation, user training and transfer of knowledge. Mr. Souss has strong project management skills with an exceptional ability to build team relationships within a multicultural environment, and has been retained by several international organizations (World Bank, Asian Development Bank, USAID, Africa Development Bank, Inter-American Development Bank and Millennium Challenge Corporation) as a Team Leader or Senior Consultant. He currently manages IOS Partners’ Information Technology Practice. Mr. Souss holds two Master’s degrees, one in International Management and Policy from the University of Pennsylvania and the other in Computer Science from Boston University. He speaks English, Spanish, and French.
Tea Alania – Vice President, Project Management and Development
Tea Alania is responsible for international Project Management & Development, as well as the formulation and assessment of legal and regulatory frameworks for IOS Partners’ technical assistance projects. She has over 10 years of successful international project management experience, working with different clients around the world. Ms. Alania has successfully coordinated various development projects on issues of capacity building and institutional development, training, civil aviation restructuring, PPP/PSP strategies, democracy and governance, economic growth, and social and pension reform, as well as negotiated contracts with international donor agencies, subcontractor companies, and other relevant stakeholders. She is an expert in legal reforms and has extensive experience providing advice to foreign companies on civil law, international law, and private law. Ms. Alania has extensive international experience of working in Armenia, Belarus, France, Georgia, Romania, Madagascar, Moldova, Mali, Maldives, Russia, Spain, the United Kingdom, the USA, Mongolia, Cape Verde, Pakistan, El Salvador, Senegal, and Sierra Leone, Bangladesh, Belize, Jamaica, Saudi Arabia, Egypt, Malawi and Peru. Ms. Alania has a Masters in International Relations and a degree in International Law from the Tbilisi State University in the Republic of Georgia. She is fluent in English, Georgian, Russian, and Spanish.
Denitza Bojinova – Vice President, Business Development
Denitza Bojinova spearheads Business Development at IOS Partners with the primary objective of expanding the company’s portfolio of project work with the international development agencies. She works closely with the company’s institutional and private sector clients, including the multilateral institutions (WB, ADB, IDB, EBRD, AfDB), the US Government development agencies (USAID, MCC, and USTDA), host governments, academic institutions, and investors, operators, and private sector organizations. Ms. Bojinova has over 10 years of experience in business development and project management for international development projects. She has previously worked extensively with municipal governments and small and medium sized enterprises from South-Eastern Europe and the Black Sea region on economic development and cross-border cooperation projects. Ms. Bojinova holds a Master’s Degree in International Relations and is a Ph.D. Candidate in Political Science with research and teaching interests in comparative political science, democratization, institutional strengthening, and gender analysis. She is competent in qualitative and quantitative research methods fluent in English, Spanish, French, and Bulgarian.
Dr. Patricia Ryan – Director of Aviation
Dr. Patricia Ryan leads the IOS Partners’ Aviation Practice. She brings more than 30 years of experience in general aviation consulting, airport management, commercial development, airport concessions, and air service development. Dr. Ryan has worked with multiple domestic and international airports, including Orlando International Airport, Daytona Beach International Airport, Richmond International Airport, Reno International Airport, Miami International Airport, John Wayne International Airport, Costa Rica International Airport, Victoria International Airport, and Queen Alia International Airport. She served as the Director of Commercial Operations at the Miami Dade Airport Department from 2003 to 2008. She was the Associate Dean of Embry Riddle Aeronautical University and continues to teach at the Florida Institute of Technology at their Melbourne, Florida and Panama campuses and at the University of West Indies. Dr. Ryan has created numerous aviation courses and seminars for a multitude of clients, including ACI World, ACI-NA, ERAU, and ACI-LAC. Dr. Ryan is a US-certified pilot.
Laura Vinoly – Vice President- US Government Practice
Laura Vinoly is a seasoned professional with more than 20 years of experience in international development, including contract, subcontract and cooperative agreements negotiation, management and compliance; management of grants programs; and monitoring and evaluation. She has worked extensively with the US Government development agencies on technical assistance projects in capacity building, institutional strengthening, knowledge management, agriculture, market analysis, small and medium enterprise development. Ms.Vinoly has worked with some of the largest USG contractors on long-term assignments in 15 countries in Africa, Asia, and Latin America and the Caribbean. She has an expertise in systems and efficient use of resources, start-up and close-up activities, procurement of goods and services, operations, policies and procedures, financial management and accounting systems. Ms. Vinoly is also an experienced trainer of USG rules and regulations, regulatory compliance, project management cycle, and monitoring and evaluation. She is a native speaker of Spanish, fluent in English and has good knowledge of French.
